Hawzah News Agency- In Shiite political thought, political science experts have an advisory and specialized role, and the Supreme Leader makes the final decision by utilizing their opinions, taking into account all religious, security, and social interests. This article examines the relationship between expertise and leadership based on verses, narrations, and the views of great jurists.
It is worth noting that Imam Khomeini (may Allah have mercy on him) says in his book Velayat al-Faqih (Islamic Government): “The Islamic government is the government of divine law, and the just jurist is responsible for implementing the rulings and governing the Islamic community.” He also emphasizes that governing the country is not possible without the use of experts, but the final decision is made within the framework of Velayat al-Faqih and the interests of Islam.
It is worth noting that the fifth martyr, Imam Khamenei has emphasized that: “Managing the country is not possible without using the opinions of experts; but the final decision-making must be based on the summation of all interests and the legal responsibility of the leadership.”
Therefore, from the perspective of the martyred leader of the nation, political science experts and the guardianship of the jurist are not in any way in conflict; rather, expertise is the support for the decision-making of the Supreme Leader.
Therefore, a political science expert has the duty to present facts, analyses, and scientific solutions with honesty and accuracy. The Supreme Leader is obliged to use these opinions, but to make the final decision considering all religious, political, security, economic, and social interests.
Therefore, in Shiite political thought, following the Supreme Leader does not mean negating expertise, but rather it means placing expertise within the framework of the leadership’s guidance and the broad interests of the Islamic society.
Another important point is that the obedience of political science experts to the Supreme Leader does not mean closing down their expertise; Rather, it means that expertise is used within the framework of macro policies and the religious legitimacy of the system. This is because the administration of the country requires a final decision-making center to prevent disagreement and chaos, and the Supreme Leader is responsible for administering the Islamic society and implementing divine decrees during the era of occultation, and major government decisions are within his jurisdiction.
Political science experts are responsible for presenting facts, analyses, and scientific solutions; but the final decision on major issues, after benefiting from the opinions of experts, is the responsibility of the Supreme Leader.
An expert may consider a proposal appropriate from a specialized perspective, but the Supreme Leader may make a different decision by taking into account a set of religious, security, social, and international considerations.
And this relationship is one of (expertise and leadership), not expertise versus guardianship. That is, experts have an advisory and specialized role, and the Supreme Leader makes decisions using their opinions and considering the broader interests of society.
